IME, BA agents often claim there's no availability, especially on connecting itineraries. If it shows on the AA website, it should be available through BA too. Be prepared with flight numbers — that usually does the trick.

I think official policy is no fee waiver unless you're Gold. I've certainly been charged (Silver).
