Exactly. There's no way you could fit one rollaboard per seat. You might be able to get half a bag per seat. Maybe.

I think using half the bin space when J is half full of people with almost no luggage is ok. I certainly avoid putting bags under the seat if I can. However, when it's detrimental to other J passengers, I will use space under seat. Especially on E90... Short flights anyway.
I had a rollaboard and backpack on an E90. I boarded first and put my rollaboard up. The cabin was full, but there were a bunch of kids with no carry-on. So after they were all seated, I put my backpack up. In the future, my backpack is going in my rollaboard
