Of course, easiest of all is carry valuables in your carry-on and only check stuff you wouldn't miss if it was stolen. I doubt that the luggage handlers really want your worn sneakers and T shirts. Choose an anonymous and inexpensive checked bag and thieves are a lot less likely to target it.
Yes, it prevents resealing the zipper which would hopefully be a deterrent to someone even trying to open it in the first place. In general, yes, the "good stuff" is in or carry-ons. But who knows what criminals would want to take. A nice pair of jeans, a pair of dress shoes, who knows.

I'm not sure I'm following you. Where exactly are you suggesting the chain link fence goes? It doesn't sound like you're wrapping it around the whole bag. And as far as the aircraft cable loops, are you talking something like this:

I don't see how those keep people out??? Unless you are suggesting that you put a permanent loop on the handle and then put a luggage lock thru the loop and the zipper pulls which seems equivalent to the Triple Lockdown item I posted above.
