Yes, this is indeed the case. When I had to change the SGD charged ticket, it was indeed rather time consuming and needed a few levels of escalation. I had almost forgot about that (then again, at least for "always-bad-luck-with-DL" me, even many routine ticket reissues seem to take forever with DL, so I guess it didn't stand out that much - if not that, there seems to be almost always some other issue that needs multiple levels of escalation and a whole horde of a agents working on even the most simple and straightforward of every day tasks).
