Yes, that desk is an airline desk for boarding passes not Immigration. As for health quarantine desks/checkpoint, those are used infrequently but are activated in times of major public health issues (i.e. a SARS), with thermal-imaging cameras operating and staff at the desks collecting filled-in health cards given out in advance on plane.

Really? I don't recall a single anecdote here on FT about somebody reporting back on preplanning and actually carrying out a TWOV overstay. So please point me to such a post, I must have missed this. I do recall discussions about transit travelers using one confirmed onward ticket to get through the TWOV entry queue then changing out to a more preferred onward flight (conforming) to actually fly out--this is acceptable to do--but this was within the context of the allowed TWOV time limit so no overstay was involved.
