Called VA and done for 25k.

I actually had a Credit Card reward upgrade from E to PE.

They couldnt charge me 12.5K miles as they advised that two rewards are not combinable.

Good deal @ even at 25k miles.

I think that's right. If you have booked a reward seat in PE and want to book in UC then you can call the FC desk and ask them to do that - provided there are G class seats available. I have not had much luck with on-departure discount upgrade offers.
