I think you could do public transport fine leaving at 4:15 for a 6pm flight.
The only two times I've ever missed/nearly missed flights were when I got stuck in bad (and somewhat unexpected) traffic on the way to LGA. A month ago we missed the baggage cutoff by 2 minutes because it took over an hour to get there, from the UWS, leaving around 3:30pm. (with no traffic it's usually 20 minute).
