I don't believe this is the case. I have never done it myself but am aware of several people who have booked PE rewards because there are no Upper rewards seats available, and have then upgraded with points when G's have become available at a later date.

I think that's right. If you have booked a reward seat in PE and want to book in UC then you can call the FC desk and ask them to do that - provided there are G class seats available. I have not had much luck with on-departure discount upgrade offers.
