Why confused? There is a meter and there is a regulation as to how that meter is supposed to function. If someone has tampered with it, whether an increase of 10% or 300%, it is wrong. I guess it wasn't exactly the amount, but just echoing what billp said as well, "I think the metres that indicate 50 baht extra may not be intentionally rigged, but rather just out of adjustment.
If a metre were really rigged it would show a big differential, like 300 baht instead of 200, to make it worthwhile."
In the end it doesn't matter much, the taxi driver still went on his way to "scam" more people. And even if we will never agree on it, and egos being what they are, I guess some people would argue over 1 baht if they felt slighted. I guess that is admirable to you, to me not so much when looking at the bigger picture.
