I have heard some airlines in Mexico have special deals which include transportation from the US side of the border to TIJ. I would look into that instead of driving in Tijuana. It's too dangerous in my opinion.

Edit: Check AM about a shuttle to TIJ from the US border. Plus you will be able to earn miles with DL or any other Skyteam partner by flying AM.
