Fundamentally nothing. It's just a way of staffing counters to deal with specific issues. Baggage drop should take 30 seconds unless there's a collection to be made. At a ticket counter, you can be stuck behind someone with a messed up RTW ticket on 6 carriers.

Some counters are also staffed differently. Bag drops are often staffed with contractor personnel who are trained solely to handle the baggage functions.
