A DSLR can be kept under the seat infront of you (I've done it several times). If you are carrying lenses big enough to not be able to keep them under the seat infront of you it would be wise to use a pelican case or similar which I would assume can be checked and locked. Why can't a tripod be checked?
It's easy enough to pack around a tripod in a suitcase and check it, but a nice pro or semi-pro DSLR can run you $5K or more after a couple of lenses. That counts as enough money for many folks that they don't want to risk losing it, Pelican case or no.
