We-chat has a blog on this Tier 1-2-3-4, they break the Tier 2 cities as; strong, medium, & weak. IMO, Qingdao, ( QD) is also a strong Tier 2 city, but not one of the capitol cities, & Ningbo a medium Tier 2.
