In the UK, yes, although the demographics of smokers and air travellers don't necessarily overlap to that level ... STN and LPL possibly excluded
However, outside the UK and Europe (e.g. Gulf, Asia, China, S America) the number is significantly higher. Hence you tend to see more facilities at places like HKG, SIN, DXB, etc., although they can be horrible and for 'emergency' use only.
I recall a thread elsewhere ranting about the smell of smoke at DXB
