The only restrictions between Harrisburg (HAR) and Philadelphia (PHL) are
  1. A heavy travel time (such as around Thanksgiving), or
  2. Friday and Sunday "peak" times.

Otherwise I think you are fine to use an unreserved ticket any time before it expires.
