Why can't you use the companion certificate on a 4-person PNR?

If you are all traveling together, lots of agents will extend your bag fee waiver/SP privileges to the entire party even though strictly speaking they're not supposed to. But anything that relies on DL IT, like advance seat selection, is bound to run into trouble.
