In any case, still not really BA's fault. They could have insisted, but I guess that it wasn't a priority.
The smoking ban wouldn't have been known about when T5 was designed (although it was already in place when it opened).
I wonder if they'll consider smokers in T2?
Why would you want access to the arrivals lounge anyway? Just smoke and get through to the main lounges. There's plenty of public toilets in the arrivals area.
