BA would not be allowed to do this under UK law. You might be frustrated by it, but you can't blame BA. The only places at LHR you can smoke are outdoors landside.

Also you can't use the arrivals lounge when arriving from shorthaul, whether in CE or not. These are the rules so you can't blame the lounge staff for adhering to them. I certainly can't even as a CCR card holder. Not sure whether Premiers can?
