As moondog noted, mobile phones (dumb or smart) sold in China (and HKG) are usually unlocked at the factory (by default) and with clean ESN/MEID - whereas devices sold in the US aren't always true. Some brands & models are super easy to unlock or flashed with an updated firmware/language pack, etc. - Motorola's non-smartphone (and even the old Windows "Q" series) are very easy to be flashed/updated & often easily switched to Chinese fonts - to display SMS/text msg. from local networks oversea.

US models sold are usually loaded with fonts for English & Spanish/French - whereas oversea/int'l models come with fonts for English & Chinese (traditional or simplified).

Typical ground shipping to delivery from USA seller, coast to coast is 5 to 7 business days after payment. For HK/CN sellers, it's usually delivered within 15 calendar days with a parcel tracking number.

A quick check on *Bay show numerous pre-owned/FRB Motorola V3 for $30 to $50 in near new "A" conditions shipped free - that's dirt cheap. I still carry one of these "dumb" phones in my travel backpack for emergencies & for prepaid Sim activation.
