If I were the Airline I would deny boarding. I suggest they make sure their travel docs are in order before going overseas. If the traveller is NOT permitted entry to country of destination, it is the responsibility of the Airline to return him at the Airlines cost to the point of departure.
But the traveler is permitted entry to the country of destination. They are HK residents with a HKID card.
