I was told the same (and had the information in the membership guide) when I joined NEXUS. However, the rules change on 6/1/09 with the introduction of the Western Hemisphere Travel Initiative (WHTI), so that now carrying a passport isn't required for a NEXUS border crossing.

That being said, I personally wouldn't travel with a trusted traveler card without my passport.
