I have a NEXUS card and I recall customs telling me that I MUST have my passport with me at all times. Also I went back and re-read my NEXUS information which lists as one of the program violations that may result in loss of NEXUS membership is:

"Failure to carry or produce any additional identification documents that may be required for entry into Canada or the US, i.e. passport.... etc"

So my take is that you run the risk of losing your NEXUS card if you were asked for your passport by US or Canada Customs and did not have it.

One interesting item I noted was that a US citizen can enter the USA without a passport if he possesses a NEXUS card and a Canadian can enter either country with only a NEXUS card, but only at a NEXUS kiosk. Since these devices are notoriously unreliable (I've often seen both machines out of order at Canada's busiest airport YYZ) it would be unwise to rely on this entitlement. Moreover, I've encountered uniformed border personnel unfamiliar with the rules.
