Consistent explanation would be that the "analogue" indicator shows 1000s feet per minute. The similar ones I have seen in smaller planes that extend to +-20 show 100s fpm. I don't think the analogue one would be very useful with scale extending to 20000 fpm so I would pick sloppy programming.
