Volvo's standard solution is a can of fix-a-flat or a call to roadside assistance. National probably thought about it for a while and expected that some/many renters would call National expecting a roadside visit and fix for free.
On the basis of standardized measurements of interior volume and trunk space, the U.S. EPA classifies the S60 as a compact sedan - not a midsize. The same is true of the BMW 3-series and Mercedes C-class sedans. That's BEFORE the extra-cost spare sits in the trunk of the Volvo.
