With Nor-1, an exec level room should be ZERO for a diamond. I would never pay for an exec level upgrade. Just don't do the OLCI and call the hotel and ask them to preupgrade you. If an exec level room is available they should have automatically upgraded you but it appears that Hilton isn't doiong automatic upgrades and is giving them based on whether you request them or not.
