It sounds like 55,000 RDMs and 20,000 MQMs, plus up to 20,000 additional MQMs every year that you spend $50,000 on the card (or 10,000 MQMs for $25,000 annual spend, which would also get you the MQD waiver starting next year).
This would generally be considered a good offer if you fly DL and can redeem well.
