The kiosks are not for the hourly rental service. Hertz 24/7™ users are issued keyfobs/cards which are swiped over a reader on the windshield to unlock the doors. The ignition key is located in the vehicle and is left there at the end of the rental.

The kiosk at the location referred to by eyeballer is for conventional, not hourly, rentals:
PLEASE NOTE: This location is a Hertz Self-Service kiosk in a parking garage and requires a 3 hour advance reservation. Please see the garage attendant for rental and return assistance.
