But are they full, staffed, traditional HLE's from which I can originate a one-way rental out of the city? Are the big enough and reliable enough that if I book a minivan for pickup at 3:30AM, I can rest assured that I'll show up at 3:30AM and quickly pick up my van from a Hertz employee, just like I would at noon at my local HLE in Kansas?

That's the part that admittedly confuses me a bit. Are there some sites that have both a regular Hertz HLE *and* the 24/7 kiosks for the Zipcar-like service?
