Avis will sometimes offer similar prices for competitive cross country one-way routes, ex SFO to JFK. But their fleet size is generally smaller than Hertz, and thus less flexible.

Think of it like this: For a customer to randomly request to take away one of your cars, you have to have extra cars. If your location has barely enough, or worse, operates in crisis mode, it's going to be hard to make such a reservation a priority.
