Literally, yes I would agree with you that it's "not the greatest part of town." But I still stand by my point that "not the greatest part of town" usually implies bad. And that's why I brought up the comparison to SouthPark, which literally is one of the greatest parts of town, so the only time I would consider that area bad is in comparison to SouthPark.

But didn't you also disagree with me saying it was "fine" anyway? If so, then yeah, I think you did mean something else besides "it's not the greatest part of town"...
