Cruise ships sailing in & around the US/North America waters basically all used 1 of the 2 satellite providers for all ship-land communications, as cellular traffic are relayed by orbiting satellites to land towers - with ultra high latency and sub-DSL speed (turbo/fast dialup) that support voice & SMS, and is generally "acceptable" to slow for graphics, "poor" to " horrible" for low resolution video - and subject to dropoffs or cutouts.

Ship's broadband are charged by the minutes, not by MB - typically 50 to 75 cents a minute, maybe lowered to 40 or 45 cents with $100 package (i.e. 250 minutes) - that's your cost to dial into Skype - and then, wait for "connecting, refreshing, or loading, etc.) User agreemt & TOC prohibit & restrict use for Skype (and VPN) or similar video use due to narrow bandwidths, and from personal experiences sailing different lines - you will be disconnected once detected by the server.

You are cruising & on vacation, turn off those mobile devices or pay your carrier's ship to shore rates while sailing if you must talk, they've been lowered and while it isn't cheap, for emergencies - it is "reasonable" - and don't forget to turn off data roaming or you will end up with a huge bill the following month. Otherwise, wait till you are at the next port-of-call or back at home port.
