So what you're saying is that your use of the limited bandwidth that the cruise ships have is more important than everyone elses. Cruise ships block it so that it doesn't cause problems for everyone else using the internet, not so they can try to squeeze extra money out of you. (Although I'm sure they'd love to squeeze some extra money out too, but that's not the primary reason here.)
