Actually the problem is that even at rack rates they didn't show a single hotel as participating.

Note I said participating not available. The rate isn't capacity controlled but because neither I nor the phone agents have a list of which hotels participate there is no way to determine why the discount isn't being applied.

It could be that the hotel doesn't participate. That would be Ok then. But it could be that they do, I'm entitled to the discount but the system isn't allowing it.

No way to tell without the list of which properties participate.

Sigh.
