I agree with you on the "CO PP" card, every time I walked by the stands in EWR they pester me for "the card". Several times the comment back after I said I had the PP card was ... "oh ... you should keep that". The FEQM is a nice feature, but what I have found most helpful as of late is Chase's Travel Delay insurance ....
As for your comment/question, the are in good faith attempting to protect you up to the original platinum level. 1K my guess is that they really want you to work for it ... So given traditional business spending patterns, my guess is they expect you to spend 20-21 CPM, which would you push you toward the Gold level, and then accelerate yourself towards the upper levels ...
Now if they went back in 2015 and gave E+ capabilities to Silver at time of purchase .... that would be something worthy, or at least make it 7 days from travel ....
