FYI: the GM of the hotel has little to do with the over all transformation of the hotel into a Hyatt. Hyatt like all other hotels sends in a CONSULTING TEAM... and perhaps hires a transformation team who has a manager that manages the hotels renovation into the new product.

There is much that happens when a hotel changes a flag... I'm sure Hyatt has hired a consulting company to help with the transfer. So no the GM has little to say how much money is spent on a renovation... case in point Park Hyatt CHICAGO... Hotel GM wanted a complete room make over but in the end a consulting team recommended to cut back on the renovation.

I know the GM who was at Park Hyatt Chicago durng the renovation and was shown a show room that was suppose to be. Sad, the renovation he was pushing for was stunning.
