I have actually used ryanair with overweight luggage (less than one kg) more than once, both checked and hand luggage, they are normally ok with 10,5 kg in my experience (of course, this can depend on the person controlling you, and there is not much point trying to argue with them, they must be very used to people trying to talk themselves out of paying extra)
