The scam here is that scales at airports are not always 100% accurate. Many TV shows have exposed this by filling a piece of luggage to exactly 10 KG, weighed on a certified scale. At the airport, the scale showed a higher weight and the were charged the inflated baggage fee.

Most other airlines will account for this inaccuracy by building in some flexibility.
