You can depend on the Clubs not closing before the advertised closing times.

How would the after-hours policy be worded?

If the Club has X number of patrons, they will stay open til the number dwindles below that number.

- or -

If X number of flights in the same concourse are delayed at least Y amount of time, the Club will remain open at least Z amount of time later than usual.

- or -

. . . . . What?

With either of the above 2 scenarios, you wouldn't be able to depend on any particular closing time.
