LPB-IQQ is international and as IQQ is the first port of entry, they would have to disembark the passengers for formal entry into Chile. The same IQQ-SCL flight is sold as a domestic flight so they probably have new passengers coming on and I cannot see the tightly-controlled-entry-into-the-country Chileans allowing domestic pax to mix with uncleared international pax.
