All passengers in J and F on Australian and European routes are entitled to the chef-on-call service irrespective of their oneworld status and/or type of ticket. I would assume being oneworld Emerald gives you priority in the pecking order with regards to selection of meals. However, this is not a published benefit but based on personal experience, I have always been given priority being a 1WE.
