I don't think Sanur is good for snorkeling off the beach. At least in Hyatt, there are water sports guys (not affiliated with the hotel) that would ask if you want to go out for some activity. One of them is glass bottom boat trips. I would think those guys can take you out to the reefs if you wanted to. The cost should be reasonable.
