It means at this moment. It seems like a very simple algorithm.
Pick the lowest Flex fare. How many of those are available right now? Display that number.
If I buy a 5 K fares, then you go and look, it might say 1 available. Then I cancel my booking, and it goes up to 6.
Or AC might have a sale that lowers the cost of a higher fare class, or adds availability in a lower fare class.
I don't really see anything dishonest about this, as long as the numbers line up with EF.
