Sounds like the plastic part that pushes the locking pins may have failed (sometimes these pins are hidden inside the plastic tray that your handle tubes set into in the bottom of your bag, so that might be why you don't see them). You can try taking off the handle grip and removing the parts, then reassemble it if the part hasn't broken.
