OR

b) Lufthansa has nothing to do with this, and Air Canada chooses to collect (and keeps) these fees, while UA/US/AV do not choose so for whatever reason


geeee, I wonder which one it is considering UA/US are as cheap and cost-cutting oriented as it gets.
... Well the answer is obvious, but my point was that this is an LH flight, not AC...
