So there are two options here:
a) Lufthansa is asking for these fees of ticketing carriers that issue award tickets , and United pays them on behalf of the flyer, while Air Canada passes it on to redeemers.
OR
b) Lufthansa has nothing to do with this, and Air Canada chooses to collect (and keeps) these fees, while UA/US/AV do not choose so for whatever reason
geeee, I wonder which one it is considering UA/US are as cheap and cost-cutting oriented as it gets.
