Not in Australia. The Migration Act provides for a number of things:
  • Section 213 provides that the carrier is liable for the costs of removal if a person is denied entry
  • Section 216 provides that is the person holds a return segment of a ticket that is to be applied to the cost of removal
  • Section 217 and 218 provides that the controller of a vessel (being the master, owner or operator) is required to effect removal within 72 hours or face a $17000 fine
  • Section 220 provides that where a person is refused entry, the Australian Government will never wear the cost of the removal

The bottom line is that as far as Australian law is concerned, the removal of those refused entry is a cost of doing business for airlines and they get to suck it up.
