Both have a shuttle but HR is much more frequent. Typically one leaves once the next arrives. And the HR shuttles have wifi.
Also the RC at HR is decent as an option in the evenings. (At the very least for a couple of bottles of water - for which one has to pay at Rosemont!)
Personally, I would pick the HR.
The RC at HR ORD is wonderful for a domestic property. I remember arriving too late for the regular evening offerings, but they had bottled water, milk, juice bottles and cookies out until closing along with the regular fruit.
