This whole "comity" thing is meaningless. Lounge access is about payment. When you are admitted to your operating carrier's lounge, the cost is functionally part of the ticket price. When you are admitted to another carrier's lounge, the cost is paid by your operating carrier, not the lounge operator.
LH is willing to pay whatever it is that UA charges for access to its highest-end lounge product while the reverse is not true.
I don't know that LH is eager to sell access to UA, but that would at least be a starting point if UA wanted to shell out.
As others note, there are significant differences between what the two carriers' F pax seem to expect and demand.
