Is there that much of a shortage of animals needing new homes actually within the US itself that there needs importing of pets and that this should be subsidised by AA?
Some communities do a better job of spaying and neutering and there are shortages of adoptable critters in those markets. Some of the worst regions are in the deep south. Every year, dogs and cats are sent north.

As I have previously written, the small amount you consider a subsidy has significant impact in regard to brand image. In plain language, the cost incurred provides alot of bang and is an excellent boost to employee morale and the public perception of the airline.
