I've only been into PHX once, but based on that experience I would not recommend a 1.5 hr connection.

I was in F, but they connected the airbridge to doors 2 at PHX, so by the time F passengers could get off we were behind all of WT+, all of CW and some Y pax in the immigration queue. It took over an hour to get through immigration. Probably then another 45 minutes to get out of the airport.

Despite some of the positive comments you see on here about PHX airport, I was pretty disappointed with the whole experience. After we'd collected luggage, gone through customs, we ended up getting stuck (with around a 100 other people) in a corridor area that takes you to the ground transportation because some electric doors stopped working! Fair enough, things break, but a security guy was blocking people from opening the adjacent emergency exit door, despite the fact that people were rapidly backing up behind us.

In terms of airport efficiency and experience, based on my experience I'd pick SFO over PHX any day!
