The scenario we're talking about is where an airline is being fined or compelled to bear costs by authority X or Y under colour of law: you can't pass fines on to other people. The fine/cost adheres to the entity fined.

Totally different scenario, in the case of speeding/parking fines, the driver of the vehicle is the one liable for the fine, not the owner. The owner is only liable when unable/unwilling to nominate the driver at the time of the offence.
